The tolls are for both peaks and off-peaks, at the time of your travel. For example, toll calculator calculates tolls for the following toll roads and bridges.
Delaware toll roads
The Korean War Veterans Memorial Highway, also known as Delaware Route 1 is a 51-mile-long highway between US-13 and south of Dover, and I-95 in northern Delaware. It parallels US-13. The northern portion of the highway is toll-free. Two-axle vehicles pay $2 toll on weekdays ($6 on weekends) for the entire 51-mile, with mainline toll plazas at Dover and Biddles Corner each being $1 toll on weekdays ($3 on weekends).
John F. Kennedy Memorial Highway or Delaware Turnpike is toll road on I-95 between the Maryland border and Newport. Two-axle vehicles pay $4.00 toll at the Newark plaza. You can pay tolls by Cash or using E-ZPass tag.
The Delaware Turnpike feeds into the Delaware Memorial Bridge and is therefore one of the few ways of getting across the Delaware River. No good alternative routes are available to drivers traveling up the east coast. Much of the Turnpike passes through wooded areas and it crosses the Christina River. Tolls must be paid while driving both North and South on the Turnpike.

The Delaware Memorial Bridge carries I-295 and US-40 over Delaware River. While not a part of I-95, it connects two parts of the highway: the Delaware Turnpike (I-95 in Delaware) and the south side with the New Jersey Turnpike (later I-95) on the north side. Tolls are collected in one-direction only; while traveling from New Jersey to Delaware. Passenger vehicles pay one-way toll of $4.00 while traveling from New Jersey to Delaware.
