Yes, you can use your Virginia E-ZPass in a rental car. As long as you have an active E-ZPass,  you can transfer it to any vehicle of the same class. Just change the linked licence plate number in your E-ZPass account during the time of travel. Also, make sure to confirm with the rental car agent that there is no other active toll transponder in the vehicle otherwise you may be charged twice.
