Yes, out-of-state drivers need to pay Texas tolls. The toll payment method depends on the Texas toll facilities you use.

In the case of North Texas, the driver will receive an invoice at his DMV-registered address. But for this, your license plate must have enough activity on toll roads viz. either after three missed transactions or $2.50 in tolls.
