<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">E-ZPass is not legally required for all Virginia toll facilities, but it is essential for Express Lanes and provides significant savings across all facilities. Most Virginia toll roads are all-electronic — no cash accepted at Express Lanes or major tunnels.</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">While E-ZPass isn't mandatory for all Virginia toll roads, it's highly recommended and required for Express Lanes. Some facilities offer cash options, while others are all-electronic tolling only.</p>
+
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">Key Reality:</strong> Virginia has two transponder types. A standard E-ZPass pays tolls on all facilities including Express Lanes. An E-ZPass Flex has a HOV toggle switch — when set to HOV ON with 3+ occupants (2+ on some roads), Express Lanes travel is completely free.</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Virginia toll rates vary significantly by facility, vehicle type, and payment method. Express Lanes use dynamic pricing that adjusts based on traffic demand.</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Yes, but with significant time penalties during peak hours. Express Lanes can save 20-45 minutes during rush hour, while toll-free alternatives exist for all toll roads and bridges.</p>
+
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Only if you want to travel free with qualifying HOV occupancy. <p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Unpaid tolls result in violation notices with additional fees. <p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Express Lanes use dynamic pricing that adjusts every 6 minutes based on traffic demand to maintain free-flowing traffic. Prices increase during heavy congestion and decrease during lighter traffic periods.</p>

Operators: VDOT, Transurban (Express Lanes), Elizabeth River Crossings, CBBT Authority

Do I Need E-ZPass for Virginia? 2026 Update

E-ZPass is not legally required for all Virginia toll facilities, but it is essential for Express Lanes and provides significant savings across all facilities. Most Virginia toll roads are all-electronic — no cash accepted at Express Lanes or major tunnels.

Key Reality: Virginia has two transponder types. A standard E-ZPass pays tolls on all facilities including Express Lanes. An E-ZPass Flex has a HOV toggle switch — when set to HOV ON with 3+ occupants (2+ on some roads), Express Lanes travel is completely free.

2026 Key Updates:

  • $200/month toll cap (HB 2368): Effective January 1, 2026 — once a Virginia-registered E-ZPass account reaches $200 in valid Virginia toll charges in a calendar month, all remaining travel that month is free. Cap resets monthly.
  • George P. Coleman Bridge (Route 17) toll-free: All tolls permanently eliminated January 1, 2026.
  • 495 Express Lanes Extension (November 22, 2025): Added 2.5 miles in the Tysons-McLean area, with new connection points at the Dulles Toll Road and George Washington Memorial Parkway.
  • I-64 Express Lanes in Chesapeake: Began tolling March 17, 2025.
  • CBBT 2026 peak season pricing: Effective Fridays–Sundays, May 15 – September 13, 2026.

  • Free transponder from VDOT; $35 E-ZPass On-the-Go available at 500+ retailers (full $35 credited to account)
  • Required for Express Lane access; also works on Dulles Toll Road, CBBT, tunnels, and HRBT
  • Qualifies for the $200/month statewide toll cap (Virginia-registered accounts only)

2. E-ZPass Flex (for HOV-free Express Lane travel):

  • Toggle switch on transponder: HOV ON = free Express Lane travel with qualifying occupants; HOV OFF = pay standard toll

Frequently Asked Questions

Do I need an E-ZPass Flex specifically for Express Lanes?

Only if you want to travel free with qualifying HOV occupancy. A standard E-ZPass pays the toll rate on Express Lanes without any issues. The Flex transponder is only needed if you plan to claim the HOV exemption.

Does the $200/month cap apply to out-of-state drivers?

No. The cap applies only to E-ZPass accounts registered to a valid Virginia primary residence. Out-of-state E-ZPass accounts and Pay by Plate users are not subject to the cap.

What is the CBBT peak season pricing?

For 2026, CBBT peak season pricing applies Fridays through Sundays from May 15 through September 13. Off-peak pricing applies all other times. All CBBT discounts require E-ZPass. See the full CBBT toll schedule at cbbt.com.

Can I use my E-ZPass from another state in Virginia?

Yes. E-ZPass transponders from any of the 19 partner states work on all Virginia facilities. However, you'll pay standard rates and won't qualify for the $200/month cap, Hampton Roads relief programs, or TANF exemption.
