Do I Need E-ZPass for Virginia? 2026 Update

E-ZPass is not legally required for all Virginia toll facilities, but it is essential for Express Lanes and provides significant savings across all facilities. Most Virginia toll roads are all-electronic — no cash accepted at Express Lanes or major tunnels.

Key Reality: Virginia has two transponder types. A standard E-ZPass pays tolls on all facilities including Express Lanes. An E-ZPass Flex has a HOV toggle switch — when set to HOV ON with 3+ occupants (2+ on some roads), Express Lanes travel is completely free.

How to Pay Virginia Tolls

1. Standard E-ZPass:

  • Pays tolls on all Virginia facilities and 19+ E-ZPass partner states
  • Free transponder from VDOT; $35 E-ZPass On-the-Go available at 500+ retailers (full $35 credited to account)
  • Required for Express Lane access; also works on Dulles Toll Road, CBBT, tunnels, and HRBT
  • Qualifies for the $200/month statewide toll cap (Virginia-registered accounts only)

2. E-ZPass Flex (for HOV-free Express Lane travel):

  • Toggle switch on transponder: HOV ON = free Express Lane travel with qualifying occupants; HOV OFF = pay standard toll
  • HOV threshold: 3+ on I-66 (outside Beltway), I-95, I-395, I-495, I-64; 2+ on I-66 inside Beltway
  • Always switch to toll mode before entering with fewer than the required occupants — HOV fraud fines escalate to $1,000+

  • Hampton Roads Toll Relief — 50% discount: Residents of Chesapeake, Hampton, Isle of Wight, James City, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, Williamsburg, York, Franklin, Surry, and Southampton earning under $65,000/year. Enroll in person at an E-ZPass service center with proof of income and residency.
  • Norfolk and Portsmouth residents — 100% free: Full toll exemption on Downtown and Midtown Tunnels for qualifying residents. Enroll at E-ZPass center on Victory Boulevard (Portsmouth) or Church Street (Norfolk).

Frequently Asked Questions

Do I need an E-ZPass Flex specifically for Express Lanes?

Only if you want to travel free with qualifying HOV occupancy. A standard E-ZPass pays the toll rate on Express Lanes without any issues. The Flex transponder is only needed if you plan to claim the HOV exemption.

Does the $200/month cap apply to out-of-state drivers?

No. The cap applies only to E-ZPass accounts registered to a valid Virginia primary residence. Out-of-state E-ZPass accounts and Pay by Plate users are not subject to the cap.

What is the CBBT peak season pricing?

Can I use my E-ZPass from another state in Virginia?
