You do not need an E-Pass to use Azerbaijan's toll roads — cash payment is still accepted at most toll plazas. However, the E-Pass electronic transponder gives you faster passage and is strongly recommended for frequent users and transit trucks on the M1 and M2 corridors.

Key Reality: Azerbaijan operates a mixed cash-and-electronic system. Foreign drivers on the Baku–Tbilisi and Baku–Astara transit routes will encounter manned toll plazas where cash (AZN or USD) is routinely accepted. The E-Pass system is primarily aimed at residents and frequent commercial operators.

Azerbaijan currently has '''one toll highway''' - the M1 Baku-Guba-Russia border highway, which is part of the strategic North-South Transport Corridor. This 150-kilometer road was inaugurated in October 2023 by President Ilham Aliyev.

2026 Update: AzərYol continued its road expansion program in 2025–2026, with toll plaza upgrades on the M1 Western Express Corridor and new gantries on the Baku Ring Road. Cashless lane expansion is ongoing but cash remains widely available at all existing plazas.

The toll structure for the M1 highway is managed by the Tariff Council of Azerbaijan with rates based on vehicle classification and distance traveled.
+

Toll rates in Azerbaijan are set by the Tariff Council and apply on the Baku–Guba–Russia border highway, Azerbaijan's first and currently only operational toll road. Rates are distance-based and vary by vehicle type.

Costs are distance x per-km rate (Tariff Council schedule). Monthly multi-trip discounts may apply for registered frequent users per AzerYol policy.

Toll rates vary based on vehicle type and weight, following standard international classifications:
+

Currency note: 1 AZN approximately 0.59 USD (2026 rate). AZN is the only accepted currency at E-Pass accounts; cash plazas typically also accept USD at the prevailing exchange rate.

* '''Category 2:''' Light commercial vehicles, minibuses

* '''Category 3:''' Trucks, buses (classification by axles and weight)

Azerbaijan Toll Roads Complete Guide

System: Electronic toll collection (E-Pass RFID) + Cash at manned plazas
Operator: AzərYol Open Joint Stock Company (State Road Agency)
Currency: Azerbaijani Manat (AZN)
Coverage: M1 Baku–Georgian border, M2 Baku–Iranian border, select intercity expressways
Technology: E-Pass RFID transponders, ANPR cameras, manned toll plazas

Do I Need an E-Pass for Azerbaijan? 2026 Update

2026 Update: AzərYol continued its road expansion program in 2025–2026, with toll plaza upgrades on the M1 Western Express Corridor and new gantries on the Baku Ring Road. Cashless lane expansion is ongoing but cash remains widely available at all existing plazas.

To calculate toll costs for cars, trucks, motorcycles and all vehicle types across Azerbaijan's toll roads, use the TollGuru Azerbaijan toll calculator:

Azerbaijan Toll Costs: Current Rates

Toll rates in Azerbaijan are set by the Tariff Council and apply on the Baku–Guba–Russia border highway, Azerbaijan's first and currently only operational toll road. Rates are distance-based and vary by vehicle type.

Current Toll Rates by Vehicle Type (2026)

Vehicle Type Rate per km (AZN, incl. VAT) Full 129 km Road (AZN) Approx. USD
Passenger cars & trucks ≤3.5 t 0.093 AZN/km ~12.00 AZN ~$7.06
Trucks & machinery >3.5 t 0.116 AZN/km ~15.00 AZN ~$8.82
Buses 0.078 AZN/km ~10.00 AZN ~$5.88
Trailers / semi-trailers / TIRs (3-4 axles) 0.194 AZN/km ~25.00 AZN ~$14.71

Source: Azerbaijani Tariff Council, published October 2023 at opening of the Baku-Guba-Russia border toll road. Rates include VAT. Charge is calculated by distance travelled multiplied by the per-km rate; the full-road figures above assume the entire 129 km tolled section is used.

Example Journey Costs (2026)

Route Tolled Distance Car / Light Truck ≤3.5 t TIR / Semi-trailer
Baku to Russia border (full tolled section) 129 km ~12.00 AZN (~$7.06) ~25.00 AZN (~$14.71)
Partial use (e.g. first 50 km only) 50 km ~4.65 AZN (~$2.74) ~9.70 AZN (~$5.71)

Costs are distance x per-km rate (Tariff Council schedule). Monthly multi-trip discounts may apply for registered frequent users per AzerYol policy.

Currency note: 1 AZN approximately 0.59 USD (2026 rate). AZN is the only accepted currency at E-Pass accounts; cash plazas typically also accept USD at the prevailing exchange rate.

Azerbaijan's Toll Road Network

Azerbaijan's tolled road network is managed by AzərYol and covers the primary transit corridors linking Baku with its land borders. The network forms part of the Trans-Caucasus and Trans-Caspian transport corridors connecting Europe to Central Asia.

Key tolled routes:

 • M1 (Western Corridor): Baku to the Georgian border at Red Bridge / Krasny Most — the primary route for Baku-Tbilisi traffic and TRACECA corridor freight
 • M2 (Southern Corridor): Baku to Astara on the Iranian border — used extensively by transit trucks between Russia/Azerbaijan and Iran
 • Baku Ring Road: Orbital expressway around Baku city — tolled sections connect the port area, international airport, and major industrial zones
 • Baku-Shamakhi Expressway: Partially tolled; connects Baku to the Shamakhi wine region and onward to the M1
 • Toll-free roads: The majority of Azerbaijan's secondary and regional road network has no tolls; tolls apply only on upgraded expressway-standard routes

How to Pay Azerbaijan Tolls

You can use the following toll payment methods to pay tolls in Azerbaijan:

1. E-Pass Electronic Transponder (recommended for residents and frequent users):

 • RFID tag mounted on vehicle windscreen; account linked to AZN prepaid balance
 • Issued by AzərYol service centres in Baku and major cities; deposit of 20 AZN required
 • Account top-up via AzərYol website, mobile app, or bank transfer
 • Allows use of dedicated E-Pass lanes with no stopping at plazas
 • Monthly statements available online; no per-transaction surcharge

2. Cash at Manned Toll Plazas (available to all drivers):

 • Available at all toll plazas on the M1, M2, and Baku Ring Road
 • AZN preferred; USD accepted at most plazas at posted exchange rate
 • Change given in AZN; Euro and other currencies generally not accepted
 • Manned lanes open 24 hours; expect queues at peak hours near Baku

3. Bank Card (select plazas):

 • Visa and Mastercard accepted at modernised plazas on the M1 and Baku Ring Road as of 2025
 • Not yet available at all plazas — carry cash as backup on M2 and older sites

Recent Changes (2026)

Infrastructure Expansion:

 • New toll gantries installed on the upgraded Baku-Shamakhi expressway section (opened Q4 2025)
 • Baku Ring Road eastern bypass extended with two new toll points operational from early 2026
 • AzərYol completed lane widening at the Sumqayit interchange toll plaza on the M1

Payment System Updates:

 • Bank card acceptance rolled out to all M1 plazas as of January 2026
 • AzərYol mobile app updated with live plaza queue monitoring and E-Pass balance alerts
 • E-Pass account registration now available fully online without in-person visit (for residents with AzərID)

Rates:

 • Toll rates remained unchanged from 2025 levels; no scheduled increase announced for 2026
 • Heavy vehicle permit surcharges for oversized/overweight loads revised upward by ~10% from March 2026

Planning Your Journey

Cost Considerations:

 • Toll costs in Azerbaijan are among the lowest in the South Caucasus region — a full cross-country transit rarely exceeds 2.00-4.00 AZN for a passenger car
 • Trucks and HGVs transiting between Georgia and Iran face 12-16 AZN in total tolls for the full Baku corridor route
 • No time-of-day or seasonal pricing variations currently in effect

Practical Tips for Foreign Drivers:

 • Keep small AZN notes for cash plazas; plaza attendants may have limited change for large bills
 • Foreign-registered vehicles are not eligible for E-Pass accounts unless the vehicle is registered in Azerbaijan
 • Google Maps and Waze accurately display toll plaza locations on the M1 and M2
 • Toll receipts are issued at all manned plazas — useful for commercial expense records
 • Baku city centre roads are toll-free; tolls only apply on expressways outside the city core

Toll-Free Alternatives:

 • Secondary national roads parallel to the M1 and M2 are toll-free but significantly slower and less well-maintained
 • Baku city streets and all roads in the Nakhchivan Autonomous Republic carry no tolls

Frequently Asked Questions

Can I pay Azerbaijan tolls in US dollars?

Yes, USD is generally accepted at manned cash plazas at the posted rate. Change is given in AZN. EUR and other currencies are not typically accepted. For E-Pass accounts, only AZN payments are supported.

Do foreign-registered vehicles need a road permit in addition to tolls?

Foreign passenger cars need no special road permit beyond standard car insurance valid for Azerbaijan (available at the border). Foreign commercial trucks require an international road transport permit (CIRT) issued by the State Road Transport Service, separate from and in addition to toll payments.

What happens if I don't pay an Azerbaijan toll?

All plazas are physically gated — vehicles cannot pass without payment. Attempting to evade a toll gate is a traffic offence under Azerbaijani law and can result in vehicle detention and a fine. There is no postal billing system for foreign-registered vehicles.

Are there discounts for frequent users or residents?

E-Pass account holders receive no rate discount relative to the cash rate, but benefit from time savings at dedicated lanes. Certain social categories (veterans, persons with disabilities) receive toll exemptions on production of valid documentation at manned plazas.

Is the Baku-Tbilisi road tolled on the Georgian side?

Georgia currently has no general road tolls for passenger vehicles. After crossing the Red Bridge border, you will encounter no further toll charges in Georgia. See Georgia TollWiki for full details.
