Do I Need ETC to Use Cambodia's Expressway? 2026 Update

No — ETC is not mandatory, but it is strongly recommended. Cambodia's Phnom Penh–Sihanoukville (PPSHV) Expressway offers three payment lanes: ETC (fastest, non-stop with OBU device), ANPR (plate-linked prepaid, no stop required), and MTC (manual cash or card at the booth). All three lanes charge the same distance-based toll rates — the advantage of ETC and ANPR is speed, not cost.

Key Reality: The expressway operates a closed system — you take an entry card (or your plate is scanned) at the entrance and pay based on the distance to your exit. Payment is collected at the exit plaza; you cannot leave without settling the toll. Motorcycles are not permitted on the expressway under any circumstances.

2026 Update: Full toll rates have been in effect since November 1, 2024, ending the 20% introductory discount period. ETC OBU devices are available free of charge upon loading a minimum required balance. Up to 20,000 vehicles use the expressway daily, making it Cambodia's primary intercity freight and passenger corridor. The Phnom Penh–Bavet Expressway (135 km) remains under construction with completion targeted for 2027.

How to Pay Cambodia Expressway Tolls

The PPSHV Expressway offers three payment lanes, all charging identical rates:

1. ETC — Electronic Toll Collection (Fastest)

• Requires an On-Board Unit (OBU) device installed on your windshield
• OBU is available at Canadia Bank counters at the PPSHV ETC Service Centre in Phnom Penh or Sihanoukville, Canadia Bank Head Office, Toul Kork Branch, and Koh Pich Branch
• A minimum balance deposit is required to activate the OBU; the device itself is provided free of charge
• ETC lanes are dedicated lanes at each of the 8 entrance/exit stations; barrier opens automatically as balance is deducted; maintain speed below 20 km/h when passing through

2. ANPR — Automatic Number Plate Recognition (No Device Needed)

• Your license plate is linked to a prepaid balance via the KB PRASAC Mobile or Canadia Bank app
• Cameras at entry and exit read your plate; the toll is automatically deducted from your balance at exit — no stopping required
• To set up: download KB PRASAC Mobile, create a savings account, tap Public Services → PPSHV Expressway, enter your plate, and top up

3. MTC — Manual Toll Collection (Cash or Card)

Enforcement and Penalties
